When pinging from or to an instance I receive duplicate pings. This looks like an old bug from Essex https://bugs.launchpad.net/nova/+bug/956474 I performed the promisc off on the bridge on my Controller and it didn't change. I noticed the VOVA appliance has the same issue. I know one of the prerequisites is to enable promiscuous mode on the hosts you are running your Openstack on. Is there anyway to fix this?
