Storage vMotion is only traversing at 1gig speed on a 10gig network, why?

I have been actively pursuing an issue in my environment for about 8 mos and have baffled every support agent I have spoken to.

ENVIRONMENT:

1250vms registered

ESXi Hosts 5.5u3:

DELL Servers (820's & 430's) and CISCO UCS blades (27 total)

SANs:

24 NetApps; 2240's, 2552's, 3220, 8040 and a single DELL Equallogic ps61xx

Network:

CISCO NEXUS3172 TQ's & PQ's, and a couple 3560's

Protocols:

iSCSI only between (two DELL R430's and the DELL Equallogic)

NFS all other arrays

vCenter:

v5.5u3 on Windows

1.whenever I migrate a vm from any SAN or local datastore SSD in the server, it jumps to 32% then will pause up to 30 seconds and creep to 100%.

2.the entire SAN Network is 10Gig, but when we do the math its only moving at 1Gig.

3.the vDS's each have two 10Gig uplinks. Motion is set with 2 Kernal ports, each with  unique IP, uplinks are

teamed based on originating port and #1 active and #2 standby, and the second kernal port is #2 active and #1 standby

4. we run enterprise plus to utilize vDS's.

Our management VI's run on the DELL R430's via iSCSI to the Dell Equallogic SAN.

This was done intentionally to separate the storage networks for security.

These 2 servers each have (2) 10Gig ports for vMotion and (2) 10Gig ports for iSCSI.

Tthe 8 total server uplinks and 4 total SAN uplinks are the only 12 ports used in an isolated brand new CISCO NEXUS switch.. nothing else.

when I initiate a migration to change datastores from local SSD to DELL Equallogic, the math equals 1Gig of speed Or less..

I've seen a 40GB vMotion take 50 mins to move. Host to Host vMotion of the active state generally takes less than a minute no motter is much RAM, even the ones using 32GB of RAM.

When I do a storage vMotion from NetApp to NetApp same thing. Even in a dual controller NetApp from controller-a to controller-b.

The VAAI plugins from Dell and NetApp are installed and active.

our tech reps at VMware, NetApp and Cisco all came to my location sat together and let them check configuration and all is right, so they say.

they all saw the slow migration too. Baffled!

any ideas or thoughts you could offer would be a huge help.

thanks in advance

Steve
