high cpu wait times on all VMs

I got 2 host in a cluster each host has 2 cpus/8 cores per socket

it is running 30vms per hosts

here is my esxtop. very high wait times. but the host is not high on cpu. any idea? each vm is using 2 cpus 4gb ram
