VSAN Stretched Cluster failure Scenarios

I read CHogan's valuable document  VSAN Stretched Cluster I guess I need more help regarding the follwoing questions

Does the read locally is 50 % in the site where is the VM is deployed and 100% to the replica site ?

Must I install the witness on a geographical site or it will function in on of the sites with different cluster ?
