ESXi Memory management

Question – What happens if the VM demands memory after memory has been ballooned out from its own memory for other VMs ?

Is this statement correct ? i.e. Physical memory reclaimed by ballooning, compression and swapping will again be allocated amongst VMs on the basis of their shares. So Memory page utilised for a VM by balloon driver may or may not be again allocated to the same VM, if there’s a new requirement for host physical memory page.

Basically if the VM demands for more memory pages and balloon driver has already reclaimed some memory from it, ESXi kernel would consider this demand as a new demand for host physical page ?
