Downtime on NIC teaming

Hi,

I using ESXi 5.1 , and experience traffic downtime (10-3 sec) during change adapters active mode / policy .

scenario:

2 vmnics on active mode, then move 1 vmnic from active to standby -> downtime.

Is this normal behavior?

Any link to official documentation or knowledge base will be appreciate.
