.vctl Fusion Container Storage.sparseimage file - large and not understood

I have a 16.5 GB file on my drive in the ~/.vctl directory.  Clearly it is related to the vctl command line tool.

I am wondering if this is the minimal size or how it might grow or shrink,

If we add and remove images is it going to change?
