vCLI 6.5 not working (Windows, no perl.exe)

I'm trying to perform a conf-backup using "VMware vSphere CLI 6.5", but after I install it and execute "vicfg-cfgbackup.pl ...", I get a message saying: "choose the program you want to use to open this file" . So there is no association with ".pl" extension, but there is also no "perl.exe" in the "C:\Program Files (x86)\VMware\VMware vSphere CLI" folder structure. I've tried vCLI 5.5 and it did have perl.exe I could associate the ".pl" with, but it was complaining something about missing SSLEAY . So how do I get vCLI 6.5 working?

 

File used: VMware-vSphere-CLI-6.5.0-4566394.exe and VMware-vSphere-Perl-SDK-6.5.0-4566394.exe (seem to be identical installation files)
