An issue about create a account with ESXi host and VMs power management

Hello All,

I'm using vSphere hypervisor ESXi 6.0u3,

I need to create an account that only has power management privilege (included ESXi host and VMs).

Here is my setting:

I've tested that if I use the 'Power' option, I can't shutdown or reboot ESXi host, so I use the 'Maintenance' option,

but this option make me having the privilege to enter mantenance/exit mode.

Does any other option that I can select to enable shutdown/reboot privilege without has the right to enter/exit maintenance mode?

And, these two option make me having the privilege to power on/off VMs with guest shutdown option,

Does other option that I can select to enable power on and guest shutdown privilege only?
